Because after 3 decades and literally hundreds of them that's not been the case. Smokers 9 times out of 10 are lazier, later, less competent etc. Clearly if they care so little about their own health they will likely care little about the job (as demonstrated countless times).
Edit: not to mention the disgusting smell that follows them everywhere, it's not like there is a shortage of underlings...one can be picky. -

Not had any vapors (vapers?) that I'm aware of yet, I'd probably have an equally negative opinion of them though. If you can't get through the work day without vaping you're clearly of the same weak mindset as a regular smoker. -
