   The Romans used to encircle the city and lay siege to it, cutting off food and water supplies. They'd basically just wait them out, while the citizens and the government of the city starved. Any that tried to flee were cut down. Once the people surrendered and opened the gates, they would be butchered en-mass. Not much has changed since those barbaric times.
