yeah, options are limited to affect international consumption anyway.
the argument is that developing countries like China release much more pollution than anywhere else, but fails to take into account that they're not at the stage where they can migrate to 'clean' technologies or that the production of such 'clean' technologies is extremely dirty on the supply end -

China could easily switch to nuclear if they actually wanted to. -

I had coal plants all the way into the 2020's with full power production and an industial zone and waterpark in every city with max resources every turn. Once you get synthetic technocracy you don't even need power plants anymore because you get +10% power for every district.
I imagine China is doing something similar to this and simply doesn't want to spend the time and resources to switch to nuclear power even though it only takes 10 turns per city.
Also maintaining dozens of nuclear reactors is a bitch -
