that's just for show, governments do and have paid ransoms in the past.
like soph said it's mostly a case of cost-benefit - if it's significantly cheaper to pay the ransom than it is for systems to be down, they'll pay it.
even Protonmail paid like 10k to stop a DDoS barrage, and you'd expect security-conscious company like that to be the last to cave -

And "countered ransomware" sounds better than "paid ransom" on a CV.
I personally try to think more in terms of CV building than organisational effectiveness in my current role. -

Thats bullshit. The top honchos get bonuses at the end of the year. That bonus is largely effected by how much money they managed to save at the end of the year. More they save, bigger the bonus. What more incentive they need to cut budgets as tightly as possible?
