   Encourage cartel investment which will create new jobs. A heavy cartel presence will give more security to citizens in that local, and deter rival cartel encroachment.
   
   Fighting the cartels is suicide, especially when there's higher ups on their payroll. May as well swim WITH the tide rather than against.
