Apparently you can hire someone to solve them for far less than 1c each. So someone's job is to fill out captchas.
I noticed a site I was hitting last year started using it and it was CloudFlair. I don't know it the admin even knew what I was doing. But the funny thing was, the admin didn't implement it correctly and I could bypass the captcha completely. -
