Dogs have been shown to understand different mentalities in different species. That's why they get happy when a human bares it's teeth, but when a dog does it they know it's aggressive. They also understand pointing and tone of voice.
Cats are not social creatures and they don't understand these things. They treat every species with the assumption that they are not another cat. Now obviously we don't know that the cat is like "Damn why this big cat so fucking ugly" but we know that they don't respond to human social cues in the same way that a dog does. BUT if you use cat social cues like squinting your eyes for friendliness, they will understand it. Dogs won't understand if you try to wag your ass at them or use other dog social cues like sniffing their ass.
I mean it sounds like you're just making up shit when you say that 'dogs recognize people but cats dont' but it's really the only quick way to describe this. It's arguable that housecats are even domesticated animals, humans have only been owning cats for like 5,000-10,000 years but we've had like 30,000-50,000 years of living with canines. There is really little difference between the housecat and the African wildcats from which they descended. Both in genetics and behavior. -
