Exactly. There is no way for the law to distinguish. They cannot possibly test every child one by one, this is why they just issue a blanket ban, so as to protect all kids. This is why age of consents are set when they are even tho many teens are perfectly matured enough to handle the complexities of a sexual relationship. Many still are not, but its impossible to determine which are and which aren't. So a blanket ban just bans sex with all kids.
And it works to a point.
