   The legality of emulators isn't super cut-and-dry. Like I remember ePSXe could distribute the hardware emulation code openly but you needed a dump of some ROM chip that held the software part of the OS separately and that had to come from some shady torrent site or something if you didn't have the equipment to dump it from a console yourself. If you reverse engineer everything then sure, you've got around the copyright issue, but I don't think emulators are going to get made in a reasonable time frame without black box blobs recovered from original equipment
