The image is basically alluding to the fact that many people in all states are divided on the issue of immigration. There isn't one state that is united on the issue, let alone 50 of them…

That only splits the 50 stars into 2 groups of 25...obviously if ALL 50 stars are divided from each other then there is no union and so no stars (states) that are comfortable being represented as part of a union.

He could have just been lazy and didn’t feel like drawing the stars; doubtful, but we don’t know his mindset.
