Are we for regional or global rule?

It's been going on for a lot more than four centuries, but do you think that's going to change in the next four? The same patterns keep emerging in large part due to human nature. The 'elites' aren't aliens or abberrations (though psychopathy/sociopathy is likely a common trait), they emerge by taking advantage of systems we're too complacent to change.
The only way I could think of to break the cycle would be some technology to make self-sufficiency possible and significantly easier, but that'd fall apart because the majority of people would choose convenience over it, eventually leading to suppression until 'they' find a way to integrate it.
We could try to use genetic engineering to make the species more 'sustainable' but those same 'elites' have explicit control over research and the capacity to introduce large-scale changes, and why make better people when you can make better peons?

I don't think self sufficiency is the answer, peasants were pretty self-sufficient and they were still caught in a net. -
