if that is true there is something severely wrong with that city in that:
1. opium metabolites...and un-metabolized opiates...would (should) be destroyed by the biological treatments in the sewage processing plant.
2. processed sewage is supposed to be dumped somewhere...large body of water...the ground, far away from any municipal water supply, etc...so that any surviving opiates would only be consumed by the fishes
3. THEN the tap water is supposed to be pumped from a 'safe' source THEN processed as its suctioned from the well, lake, ocean, etc, in a way that would completely and utterly destroy most bio-active medications...most especially a complex molecule like an opium relative.
