This is pretty much my thinking, I don't start threads all that often, but there are days where three or four is perfectly reasonable. I think it's one of those things where you can't really pick a number that both precludes abuse and doesn't interfere with legitimate content, the same reason there isn't a posts-per-day limit except on new users.
There definitely are
certain posters that make a lot of threads all of which are profoundly uninteresting to me, but ultimately me or you or pretty much anyone else liking a thread is not the criteria we should be using to decide if it has a place on the site or not. If you think thread spam is going on you can report it, but "spam" here is determined by the second site rule: it's only a problem if it's disrupting other productive discussion. Double threads, threads in the wrong forums (looking at you cupo), threads that don't appear to invite any sort of discussion (ala sploo's occasional mash-on-the-keyboard threads) qualify but threads which are merely inane, well that's not really someone I want to get into the business of policing.
One notable exception is threads like "Kinks told me that Larry Legend has been blowing up her inbox...". The slew of interpersonal petty (like
next level petty) drama threads we've seen of late really kinda irks me in a way few other varieties of bullshit do. If someone wants to make a thread about wether black or Mexican dicks taste better I'm not going to read that thread, that's a stupid thread, but there's a certain kind of self awareness in that sort of thread that makes it tolerable. Gossip threads on the other hand are just so embarrassingly juvenile they pain me to behold. They don't really break the rules except when made in excess, but I'm increasingly thinking they need some kind of containment forum. PEOO was historically that, and Bitch and Moan kinda subsumed that but I don't think it's done a great job of that. There's kind of a history about how those forums operated, what needs they served, but basically I need somewhere to shovel the deluge of shitty gossip threads so I can ignore the fuck out of it. Someone remind me about this idea when I'm a bit more sober.
