he specifically said 'even without acting on it'. everyone has all sorts of unwholesome thoughts; they only become crimes when they're acted upon. child enthusiasts should not be the exception to the rule just because the topic is emotionally charged.

that's not necessarily true though. some people are celibate or ascetic; I'd suspect rates are higher among those people because on top of the normal motivations, most understand on some level that acting out their desires is harmful.
there's some debate as to whether paedophilia is a mental illness, but I'd doubt there will ever be a consensus because 1. that creates even more questions of accountability and 2. the same principles will have to be applied to other sexual deviances such as homosexuality, transsexuality etc.
in my opinion I wouldn't call any of them mental illnesses, perhaps genetic defects, and that actually acting on them is the point where they can be defined. Of course a person with feelings that they recognise as socially or personally destructive can and should seek help in resolving them, but until that point their problems are their own.
