Look up bands like Chameleons UK, Echo and the Bunnymen.. all of them in this same sound. the British invasion in the 70s and 80s was purposfully off key, heavy accentuated voices and lots of fucking distortion.
Manchester and London had their own sounds (post punk) and California Punk had it's own sound. and so on East Coast USA is very well defined as well. -
