1. Buy a house and make a bunch of home alone style booby traps that pour buckets of water on them and stuff when they open the door, then get some autistic internet nerd to swat the address.
2. Buy a crack pipe and smoke weed legally out of it in view of them.
3. Walk around your neighborhood filming everyone who walks past and keep submitting it to them as suspicious behavior. -

okay so i make a tiny bag of powter and sell it to you for 2000 dollers. then you get arested with it and the copars test it for drugs and its not drugs so they let you go.
but then you sew them for waysting 1000 dollars of magic powder and they have to give you free money to pay for what they waysted .
then you can do this at every police dapartment and get 1000 dollers over and over -

What he was smoking in it has zip to do with a crack pipe being drug paraphernalia dumbass...It's the pipe not what he was currently using it for that would give them justified cause to at the least check out the situation.
