It's for when marshal law is called across the country. Anyone who resists will be shot on sight, and anyone who surrenders will be brought to either the re-education camps, or gassed at one of the extermination camps as an enemy combatant. Surprised you haven't heard of it. Readiness EXercise 1984 was a US government plan to round up and intern huge numbers of US citizens in the case of widespread unrest, partly due to cold war paranoia. It was highly secretive at the time, and many people seem to believe that the project was expanded, not closed at the end of the (last) cold war. A popular theory is that many of the FEMA camps that have been built but left unused are related to that project; that a civil war is being intentionally instigated to allow for the imprisonment or disposal of hundreds of thousands of 'undesirables' -
