Are people with an IQ less than 83 too dumb to be employed?

In the US an IQ less than 83 IQ is 1 in 10 people. While they can be employed, it has been found that their employment is counterproductive in a technological society. A NEET class is kind of a necessity. It's kinda interesting to think. -
