Therefore, we can safely conclude that the individual is not responsible for having these thoughts.
Society is to blame, as always. Whenever you punish individuals, you're doing it wrong because the individual is a product of the society he/she grows up in. This might seem counterintuitive because we're raised to believe the individual is responsible but the system is at fault, and made by shitheads who can't deal with the fact that they themself are responsible. Not to mention, its quite difficult to punish entire societies for the actions of their spawn.
