I've had a look through this but not really dug into the background. From what I can tell, the initiative was never active in China - it was largely a geopolitical drive (see: funded by Rockefeller and Ford Foundations) to make capitalist farming organisation more efficient in countries that were 'at risk' of turning to socialism to stabilise their food supply like India and Mexico. In your second link it appears the main driving factor for China's crop growth was widespread irrigation projects -

No, it's mainly because the animals and crops we have now are different from the ones we had before. Like chickens are bigger and yield more white meat (ever notice how huge chicken breast is?), rice has more calories, etc.
