He broadens the accepted definition of hallucination to include any "uncontrolled perception" and from there he employs a number of optical illusions to shoehorn his claim that we don't have a sound grip on every aspect of reality. From there he stretches an already bleeding argument to wrap around the nebulous idea that everything is a hallucination and that we don't know reality at all, eventually dragging us to the hollow conclusion that consciousness is a series of controlled hallucinations.
Somewhere in all of this, he managed to interject his feelings about Brexit. I'm surprised this was a TED talk, usually when people don't have a lot of substance to what they're saying they get a TEDx. -

The brain is like asking a friend over the phone who is at the scene of an accident what the scene looks like. The caller has to trust that the friend is describing the scene accurately. And in our case, we don't even really know the friend.

But the problem in your analogy is that your “self” is not distinct from your “brain”. They are the same thing. So I don’t get the analogy about talking to a friend on the phone. It’s not like your brain saw something, then processed the information and delivered it to “you” via Facebook livestream or fucking whatever.

That is an oversimplification.
We all know that the brain sends signals. But it is not signaling from one autonomous individual to another.
