How dare he try to mount a deterrent against the country that bombed north korea literally until there was "nothing left to bomb", then used biowarfare tricks they learned from absorbing Unit 731 when China finally forced them out. That's not even touching on the annual 'military exercises' aimed at destroying NK AGAIN and specifically timed to interfere with their rice harvests.
NK has been willing to negotiate with the US, but the US has never been willing to negotiate, only make demands.

I get the impression that he had no idea what he was really in for. When he was campaigning, he was basically just riding popular opinion among his base, when he was sworn in he was put under immense pressure from 'special interest groups' that he likely didn't expect and was forced to fold hard because he had no idea how to fight back
