    Wut? Genocide and bigotry are commonly "the will of the people". Maybe not in the USA right now (maybe) but there are enough historical cases that it seems obvious "the mob" will elect obviously morally reprehensible things, as well as things not even in their own best interest.

    Morally reprehensible according to whom? Everything we do societally comes from consensus, including our morals. All executive power is derived from the will of the people. Unless you want to push some kind of divine command theory or objective morality, I don't see how you can argue against the dominance of the will of the people being the ultimate basis of our society, and everything else in between the will of the people and its execution, as essentially being a vestige of the time when they were a systematic necessity. My hope would be only that reason and humanity wins out.

    Clearly not true. Religious minorities and conscientious objectors are obvious examples of people with moral principles contrary to the "will of the people"

    No command theory required at all. Act utilitarians can easily deny a "consent of the governed" framework of rule on by making the case that it's not an optimal means of securing the well being on the citizenry, which it's quite obviously not.
