Enter, getting an attractive girlfriend shouldn't be an end, it should be a means to the end of finding a fulfilling relationship that helps you grow as a person.
The question you need to ask yourself (and perhaps answer here) is, why would an attractive girl want you? Are you funny or charming? Good looking? Do you have a stable and well paying job?
If a girl is hot, she has a big leg up on you.
And even if you do answer the "what do I have to offer?" question, you have to remember that you don't want to be a bitch in the relationship. All the power in the relationship rests with the one willing to walk away. And if you rely on someone else to bring you happiness, you will be in for heartbreak and manipulation.
My point is, you have to build yourself up. Be someone you would want to date if you were a girl. Someone who is self sufficient and happy with being single and yourself. A girlfriend should just be a bonus. So ask yourself, are you happy? If the answer is no, then it's not time to look for a girlfriend, it's time to work on yourself. Hit the gym, find a new hobby, make some friends, learn how to talk to people, live outside of yourself.
If you're lucky, you'll find someone along the way. If not, you'll find that you're in s much better position by the time you're ready to start looking.
