   saudi arabia technically spends more than russia however the cost/benefit ratio is far, far in russias favor. SA has a tendency to pay in excess of what other weapons (weapons...ammo...training...services...etc) buyers pay. weapons 'dealers' have a tendency to submit higher bids in exchange for generous kick-backs.
   
   there was a arms deal between the US and SA not too long ago that i read about and for similar/exact parts-training-service-equipment they were paying about 1/3 more than another diaper-head country. i think it was related to an F15 package...but dont quote me on that.
