Exactly, because serial killing takes long-term planning and even calculation - traits that the sub-Saharan population did not acquire due to their (200,000 thousand years+) evolution in an ecology abundant with resources that led to them sustaining genetic clusters linked to immediate consumption - which correlates with impulsivity, lack of future planning and therefore lack of abstraction. These are just averages though, about 20% of Black people are actually smarter than the average White person.

i dont believe that its their nurture that caused them to not being able to organize. theylivedare living in a intelligent predators rich continent .... with an abundance of intelligent hunters like lions and hyenas and even dogs that plan, organize and hunt tactically ....
they have a first hand opportunities to observe, learn, ponder, get inspired and imitate the workings of these animals and yet they did not.

ive been to every continent on this planet except antarctica and have never witnessed a pure-blood handsome and well tanned individual 'smarter' than an average white. -
