I don't see why that wouldn't work, but if I was the one buying it under the same circumstances I'm sure it would perform as described for a day or two before spontaneously shattering and melting, starting my apt complex on fire in the middle of night and killing everyone.
Just make sure it has the necessary port, and have the owner prove to you that it works like they say it does.

I wonder what the extent of the audio issue is. If it just goes quieter for a second and then back to normal, that wouldn't even bug me probably; that's something I could get used to.
But yeah. That's dirt cheap.

looks like an old flat panel but says 'hd' on it and it's in the LCD/Plasma section
If it's an LCD TV with an HDMI connection should be fine, just don't expect particularly good resolution or refresh rates
if it doesn't have an HDMI port don't bother, you'd have to get an RCA adapter and resolution would be fucked

has HDMI and VGA, looks like it'd work fine, just don't expect much in the way of quality for $20.
plasmas run hot (use more power), have a shorter lifespan and lower refresh rate than comparable LCDs. I'd say it's probably fine for watching movies, would not recommend games at all and work/browsing might be a bit of a strain.
If it's just the speakers that don't work properly you can always get a cheap set of speakers (logitech etc) and plug them into your computer, route the sound out there instead.
