I also believe multiple shooters. In the video I saw you could clearly hear two different cyclic rates of fire. either that or someone was using one of those faggy "hell fire" triggers -

The "shooter" was an FBI agent posing as a weapons dealer, about to do a deal with individuals from ISIS, and they somehow found out who he was, shot him, then setup an attack on the crowd below. The FBI and local police know about it, but are concealing the truth from the public, for fear the FBI individuals involved will be prosecuted.
