Maybe it wasn't alarm, he could have just been surprised to see someone who looks like me and apparently Dutch people like to stare. It still bugs me. You know those sexist memes where the white guy always has a big blonde beard? That's why I felt hostility toward him but now I wonder if that was the only reason...
