Newton never spoke of propulsion.
But let me make this so simple even wariat could understand. You are Object A just floating in a zero gravity vacuum in your spacesuit. Object B is a solid cube of any material with a mass equal to yours and is floating 6 inches from you. If you, Object A, push against Object B both Object A and Object B will move at equal speed in opposite directions.
Now if we start reducing the mass of Object B something else happens. The smaller the mass of Object B becomes the faster it moves and the slower you move when you push against it. Your muscle extension provides the "thrust", or propulsion if you will, for Object B.
What you are outlining is three objects. In your pseudo-scientific example Object A is the rocket, Object B is the ground and or the atmosphere, and Object C is the expanding gases from the fuel combustion which provides the propulsion. Newton spoke of equal and opposite reactions between two objects not three. -
