There's a girl in a defcon video, actually an old one, demonstrating how to use a 20$ RTL SDR to pick up the RFI from your devices. All devices unless faraday caged emit radio frequency interference, even in airplane mode and it's unique to each device. Like a fingerprint.
She demonstrates also how to recreate everything in a person's screen without hacking, just using the SDR. Van ecking has been around a long time.
So cage your phone if you're worried, but unless you're using a faraday cage mask, they'll just ping the area in 300Mhz to 700MHz or human skull resonance frequency range. What this does is your brain absorbs the microwaves when it hits your skulls resonant frequency, and unbeknownst to you(though you may hear a slight ringing in your ears) your brainwaves light up with greater amplitude in the ELF range, making it possible to uniquely identify you and locate you.
Analog watches also emit in the ELF range, which can be tracked by any of the hundreds(thousands nowadays) of radio telescope satellites.
The baseband chip likely does store some power, but like a diode reflector, there are components in your device that will reflect a unique signature when illuminated with RF. Similar to how you can play music through speakers even when they're powered off using a cb radio and linear amp, your phones loudspeaker also reflects a unique signature when illuminated, as well other components.
Years ago I had a phone, don't remember which kind, but I'd go into remote areas with it turned off, and every time it would turn on by itself. Likely local law enforcement at a low level, since as I mentioned, the feds don't need your phone turned on to track you. Not the NSA at least.
But can they remotely do shit to it with the battery removed? Probably involves the baseband chip like aldra mentioned.
Maybe something like voltage glitching or scalar waves.
