Eh sure they can, just as they do now...in fact it's easier to control than non-ground communications.

Not true. Anybody can tap into a ground line and use it, even if it's been controlled at the head end.

North Korea can't tap into ground lines in Texas...They can however tap into "air" communications.

Of course..tapping into something isn't controlling it anyway.

Wireless communications can be easily jammed. Hard wiring can't be.

Well no, not on the scale we're talking about here. Jamming every wireless frequency available isn't practical (or doable). Hard wiring can easily be physically taken down.

The modern communication explosion happened because of wirless comms...countries that don't want their internal 'strife' getting out to the world failed not because of hard wiring, but because of wireless coms.

Not difficult at all. A government satellite can jam every frequency over a large area in seconds.

You've got your conspiracy hat on as usual, for starters AT&T are not the be all and end all of communication, they're a shitty phone company

Anyone with even the slightest understanding understands the cost of installing and maintaining archaic copper wire vs fiber optics or wireless networks is SIGNIFICANTLY higher and less efficient...follow the money as you conspiracy nuts like to say.

So in a round about way you just admitted to what you denied. they should leave them in so Russia and North Korea would have a harder time tapping into ground communications localized.

Not the same context by expansive friend.

We don't leave archaic systems in place simply because there is a minute chance Ivan might listen in when you're calling your mom to pick up your laundry.

Wireless and fiber optics is cheaper, faster, more efficient, easier to maintain and all around a "nicer guy".
