What you really want is to be part of an art community like on twitter but about 60% of them are usually underaged so I don't hang out in those circles much, I would hire some of those kids to draw my OC i think thats the best tRUE AND HONEST way to hire an artist is you see a style you like and then give them money
I liked this style so much I saved it so I can track down the artist and pay them the big bucks.

I make high quality professional art all the time for free and I never get any money from it, and I barely have a portfolio and am still a long ways off from ever making $5 for any of my work but I am a lot closer than you ever will be. You can't just charge everyone for every bit and bob or you will never gain experience, networking or notoriety as nobody will want to work with some nickel and dime jagoff
