Yes, there have been many wars throughout history where tourists have set up camp to watch the festivities.
There was one somewhere between Roman times and the 1700s...I don't remember the details...where the winning side was disgusted and started using the tourists for target practice. But mainly to steal their shit.
Plunder and spoils of war was a thing back then...the prime motivator of the combatants. Even the so-called great roman soldiers were primarily motivated by booty.
