When I switched the forum software I didn't include join dates in the migration script, actually it wasn't clear that vB was storing them at all. So everyone who joined before then now has the same join time of when the mig script was run.

Technically the id number order is undefined so that the DB can make some optimizations by not needing to maintain that constraint. There are situations like when two user creation transactions are live simultaneously that it's advantageous to set aside ids when the transactions start, not knowing which is going to finish first, so you don't have to rollback and reexecute if they don't finish in the expected order. Or if one fails but had the preceding PK but the other already completed, there's just no way to rollback once the transaction is committed. In practice though it's fairly rare and the number of concurrent transactions like this is pretty low so if your id is lower than someone else's it's very likely you joined before them.
The reason some people's ids are high is because we get a lot of spambots and alts. Spectroll claims to have registered a ton in anticipation of being banned but I haven't checked. The actual number of users in the database right now is 3591, although obviously the majority of them have few or no posts.
