Little scratches don't spread fast enough in relation to the age of the car to matter in dry climates. Rusting isn't an issue here in Texas and I doubt it is in California either.
Back in England you had to get on that shit quick though because of the constant raining...it wasn't uncommon for rust to kill your car before the engine died...here in Tejas I've never touched up a scratch...no point as they don't grow at any rate to be concerned about...my current car has lots of little scratches and rust spots but it don't matter to me...it's done 170k and I'm in the process of semi looking for a new car anyway.
