they used to say the best thing to do is to hit them and knock them out before grabbing them from the backside of them and putting them in a choke hold while paddling with one arm and pull them ashore that way.
throwing someone a lifesaver when they're brain is scrambled eggs and yelling for them to grab hold of it is useless. usually when the coast guard sends someone in, they either have two guys jump in or the one guy will guy will have scuba gear and fall back into the water and then come up on the person from behind and put a choke hold on them until they calm giving them directions to wrap a harness around them to pull up into the helicopter -
