   yeah, because they didn't bother doing much testing beyond finding the margin between active dose and LD50, they instead ran their tests on the general population - according to the document linked in OP it seems around 70% got the active dose and 30% got the placebo.
   
   it's amusing that we can work this out based on adverse effects given how hard they pushed the 'safe and effective' line

   it seems like some, like 5% got batch that were more experimental than the others.
