I doubt the Russians did it; they're primarily on the defensive and this causes some serious problems for the territories they currently hold

there are a couple of photos of where it broke and there doesn't seem to be any outside damage -

can the reactor be safely shut down before they run into problems with cooling/systems regulation? PROBABLY -
