it was initially a 50-50 partnership with China to build the jet
it's not in the wiki but the Russian side's effectively sold the work they've already done to the Chinese and are just offering parts now because they don't consider the Chinese reliance on an outside supply chain to be durable enough
they seem to be pouring resources into the SSJ-NEW, which is a smaller plane but completely domestic from the airframe down to the avionics -

more like the fear of sanctions that will prevent russians from being able to operate the plane and getting spare parts for them once they're operational.
russia have the technology to produce planes but they havent mastered the technology to mass produce them and their parts in an economically viable way.
its like the difference between knowing how to make nails and being able to produce nails in industrial quantity cheap enough, fast enough and sufficient enough for sustained export. -
