this is normal in the US.
the intel agencies dont really collect intels. they just relay what was provided to them by foreign governments.
the FAA dont really do actual testings, they just collect datas provided by plane makers.
CDC / FDA also dont do their own testtings. they just take data provided by drug makers.

and residents are now complaining that they're being used to prevent people from recording and closing down public roads -
