1. the Ukrainian government was effectively overthrown in a US-backed colour revolution, in no small part thanks to powerful oligarchs and military-intelligence commanders being bought or blackmailed
2. Kiev moves to strengthen ties with aggressive western powers, considers NATO membership and stationing strategic weapons
3. the Eastern regions (LDNR) wanted none of it, largely because the EU accession attempts (the major 'carrot' that encouraged the Euromaidan and never really existed) forced them to invalidate their mineral trading contracts with Russia and destroyed their local economies
4. Kiev tried to bomb them into submission for years, eventually agreeing to stop and give them a degree of sovereignty in front of multiple international guarantors, but never actually taking any steps they agreed to
5. the agreement was a ruse from the start, Russia got sick of waiting and absorbed the LDNR
