to be clear I don't think it's possible to 'decapitate' a peer military to the extent it'll be totally unable to respond, but it could potentially reduce strategic capability, though probably not enough to significantly reduce the total effects of nuclear war on your land -

Barring a few countries anything west of russia is the west, Poland especially so even more than the euro countries as they're not just willing but begging to be a US prostitute vassal state.
Though then again non nuclear countries can only get by by tongue bathing the nuts of nuclear ones.
