basically Putin is considering creating a pre-emptive 'decapitation strike' doctrine and capability in the same sense that the US has been bragging about for decades. given the gap between US and Russian missile tech, specifically in the fields of hypersonics, nuclear-powered cruise missiles, ABMs and undersea strategic weapons, this is likely making certain people very nervous.
historically Russia and the USSR have relied on a 'last strike' policy for nuclear deterrence, specifically the PERIMETER or DEAD HAND complex which automatically takes control of the nuclear arsenal should nuclear attacks on key political and military centres be detected. -

yeah to an extent - those launch platforms still need communications hubs to get orders, or even to know that their state's been attacked in the first place though. modern missiles also rely heavily on satellite communications - the US more than others, because for a long time they considered losing their satellite advantage to be unthinkable - breaking GPS through interference or destroying the satellites makes targeting extremely difficult, as we saw in Syria.
I think this is more political than strictly practical,
