same reason, blood vessel constriction. if you stay too long in the rain and you start to lose more heat than your body can generate, blood vessels in your limbs constrict to reduce heat loss.
its this lack of blood flow in your limbs for a prolonged period that causes excess buildup of pathogens and dead cells and toxins in your body, and once normal blood flow resumes your body goes intoma fever mode to deal with these excess toxic wastes.
as long as your body can generate enough heat to keep blood flow in your limbs, you can stay as long as you like in the rain or snow without getting fever the next day.
Again the lack of widespread colds and flu during the pandemic point towards the longstanding theory being truer...that it's the closer proximity not the cold...or at best a combination of the 2. -

Speaking personally I usually get 2 or 3 colds a year...I went 2.5 yrs without getting a cold from 2020 to August this year...
ETA: Oh and that was during the coldest temperatures record in Houston's history (THE GREAT TEXAS FREEZE OF 2021) -
