it's part of the 'Russia is running out of x, sanctions are working' narrative, secondary purpose is to make people envision an 'axis of evil' again.
'they have to buy Iranian drones and missiles because they ran out of their own'
'they have to buy North Korean artillery shells because they ran out of their own'

why do russians need to make exact replicas if their native drones are as good, cheap and effective.
i mean its TWICE as effortous to make copies of something because you have to abandon your native R&D, copy something completely new and foreign and retool to produce.

i think it has more to do with politics and economics than just militaristic.
pushing iran deeper into axis of evil serves to further break JCPOA into something irreparable and thus prevent iranian oil and gasses from coming back to market and driving the prices of oil down. -
