WRONG.
He was basing this on the hypothesised "island of stability", which back in the day was a theory that certain super-heavy elements might be stable enough to not decay almost instantly.
See, as elements get bigger, they get more unstable. You can either fuse light elements or split heavy elements, and as they increase in atomic size or decrease in atomic size they generally become more stable. The most stable atom in the universe is iron, by the way.
From a practical point of view the island of stability was a crock of shit, all those super-heavy elements decay so quickly that anything made of them would literally explode, but it demonstrates how Lazar was able to use his knowledge to mix fantasies with reality to create plausible sounding bullshit.

In fairness I don't anyone checked to make sure it doesn't. But then again even if it did you aren't going to be gravity waving shit with an element that violently decomposes.
Besides in theory everything makes gravity waves. Especially things of high mass, like black holes or my fat ass.
I don't doubt Lazar did work at the places where he claims to have worked and had the various clearances and educational achievements he claimed to have had. That part of his story is legit.
But people assume just because someone is smart as hell they aren't also a complete psychopath and liar. I have no idea why that is. I assume the opposite. -
