2022-09-18 at 7:07 PM UTCA if you are trying to say bird gun using 17th/18th century terminology you know little of hunting or firearms. A "fowling peice" referred to long barreled gun used for hunting ducks, geese, pheasant, and such. You know, fowl. Today a 26 to 30 inch barrel chambered in 12 gauge is considered to be optimal for hunting fowl. The VRF14 has a 14 inch barrel with a pistol grip and no stock. It would be horrible for hunting fowl.

Your short post contains so much wrong it's hard to pick a starting point.
1. The caliber or type of ammunition has any bearing on the definition of rifle.
2. A shotgun is never a rifle.
3. A firearm can be a pistol (revolver or auto loading), rifle, carbine, shotgun, short barreled rifle, machine gun, and even a category for any other weapon.
3. A rifle is any firearm with a barrel length of 16 inches or more with a rifled barrel designed to fire center fire or rim fire cartridge ammunition. -

OK well thank you for that.
there is a shotgun with a rifling kit you insert. so it can shoot certain rounds. though the length of the shotgun and kit is longer than the 16 (which I think is the shortest in Cali that can be owned) so it's still a shotgun though, isn't it? a shotgun with a rifling insert.
or about the self-rifling 12 gauge rounds they sell? self spinning. it's still classified as a shotgun even though both will spin the rounds.
since it comes with the kit as a package, its not modify the weapon which I guess is illegal in some states.
again, I don't know anything about guns, obviously. but thanks for your time explaining with much bravado. -

Shotguns come with either a smooth bore or rifled barrel. There are no kits to convert a smooth bore shotgun into a rifled shotgun. Either way it is not a rifle as it does not fire center fire cartridge ammunition.
Rifled and rifle are two totally separate terms. Rifled means the barrel has rifling grooves cut in it to cause the projectile to spin and give ballistic stability in flight. A rifle is a specific category of fire arms which usually but not always have a barrel which is rifled. -
