It's an old Hippy Term. that episode is about Space Hippies who were using idioms of the times on that episode. It was a way to explain a 50 year old term "Herbert". It's basically a Jack of all trades. One who knows a little about many subjects but never Mastered. so they can jump into a conversation but not beta the conversation like someone skilled in the topic.
