   Kinda true. Warsaw Pact generally was reactionary after Stalin. However declassified strategic documents show that both Warsaw Pact and NATO figured NATO would launch a first strike. The target? Poland. Why? NATO figured Soviet ground forces, armored and otherwise wouldn't be able to advance through a nuclear wasteland cutting right through Poland. Preventing them from just steam rolling all the way to the Atlantic coast.
   
   Interestingly, both NATO and the USSR wargamed the response out as well. They both came to the conclusion that in response the USSR would launch a limited nuclear response. Basically because MAD is a thing. IIRC the target list included multiple cities in West Germany. Rotterdam, because of our harbors(High Value Strategic target), Amsterdam because fuck you and your capital i guess. I can't remember if they were going to nuke The Hague or not, but basically The Government lives in The Hague. Think of it as our District of Columbia. Belgium gets a nuke too i think. But France is spared because French/NATO relations have been rocky since the inception of NATO, during the 20th century. I suppose the USSR was hoping for a separate peace with France.
